Mr. Bùi Nguyễn Hoàng is a civil engineer and design coordinator for the EPR2 project of Électricité de France (EDF), which involves the construction of six nuclear reactors at Penly, Gravelines, and Bugey. He previously participated in the development of EDF’s Hinkley Point C nuclear power plant in Bridgwater, Somerset, United Kingdom.
Having participated in the construction and operation of a nuclear power plant in the UK, engineer Bùi Nguyễn Hoàng asserts that the experiences of advanced countries in nuclear power development, as well as lessons learned from past nuclear incidents, demonstrate that developing human resources and fostering a strong safety culture are among the key factors for Vietnam’s success. In France, in preparation for the construction of six nuclear reactors, it is estimated that between 10,000 and 15,000 engineers, technicians, and workers across various disciplines will need to be trained and recruited during the 2023–2030 period. Therefore, Vietnam must adopt policies to attract and train a high-quality, professional workforce, with a particular emphasis on building a culture of safety. Critical trades such as welding, pipe fabrication, and installation must be trained and practiced to meet the stringent quality requirements throughout the construction process.
